The European Union is gradually developing a consensus on practical guidelines for Impact Measurement, in conjunction with the Social Enterprise Expert Group (GECES). Its most recent work has established a standard for European impact measurement, which can be downloaded here.

This broadly aligns with two other existing guides outlining practical considerations for social impact measurement:
