Survey shows negative perceptions of payroll giving

Over 70% of organisations that do not operate a payroll giving scheme think their employees would not engage with the scheme, according to new research. Over 70% are also unsure of the administration process and 57% highlighted the cost of running a scheme, as a barrier.

However, of those who do operate a scheme, 96% said they found the administration for payroll giving easy and 76% said it was cheap to operate.

The research from the Chartered Institute of Payroll Professionals (CIPP) and Workplace Giving UK was carried out to inform the Government’s consultation process on modernising the payroll giving system.

CIPP has recommended making payroll giving more accessible to employers. Karen Thomson, Associate Director at CIPP, said: “We want to help dispel the perception around the challenges of payroll giving and change the mind-set that schemes are difficult to set up and maintain.”

CIPP believes that standardising the administration processes between the employer and the Payroll Giving Agency would greatly improve payroll giving schemes. It also supports the concept of a centralised system, which will allow employees to join and choose their charities online with a standard instruction provided to the employer. It also urges the government to consider National Insurance contribution relief on all payroll giving donations.
