Removing Barriers to Giving suggests a number of measures to boost legacy giving. These include: appointing a charity ‘Tsar’; launching a government-backed award for legacy giving; agreeing a cross-party ‘non-regression’ pledge to retain the Inheritance Tax reduction for legacy giving beyond 2020; compelling financial advisors to raise philanthropy and legacy giving with their clients, and persuading FTSE-250 companies to provide financial assistance and advice to any employee who wants to make a pledge to charity in their will.
